Both are "better". It depends on production requirements. Polygon modeling is widely used now cause its lighter to handle and faster to manipulate. Nurbs can be more accurate if you know how to handle splines/curves. Its the same theme as Patches or can say generation of Smooth surfaces. Biggest problem that i have found in Nurbs/Patch modeling is connection of multiple surfaces, to make one solid mesh
Few studios still use them, but lot of them have swapped to either Polys or just pure digital sculpting(which still is polys)!
Hope i didn't managed to confuse you?

I feel Poly is best in 3ds max, but NIRBS can be utilized too.. but i prefer Poly.
I dont know abt Maya, but in Maya NURBS r best & they play major role.

well the positive side to nubs is there are no uv hazzles involved. also the biggest drawback of nurbs increasing mesh detail in specific areas. well there are too many rants and raves for each technique in the end of the day it boils down to what you feel comfortable working with and what your employer want you. you can always sculpt you basic surface with nurbs and convert it to poly for further tweaking, detailing etc

Dude,
Its all about your skill and also what final ouput required. that means if you have a model which will have just only material and no need of unwraping then you could Nurbs for final. one best thing of nurbs that could give you very smooth surface compr to poly. but in some case its take long time to render and not support unwraping in Maya.
for the poly model
thats very populr in modeller. ppl like poly modeling because of thats easy to do and you can go step by step while in nurbs you have to go more logically then poly. in poly you can do unwraping and in some case like blending your character for exprsion and all poly is more usable nurbs insated.

ok...this is no trick question
well..poly is better if you want to do it quick n fast. polygon modeling is very fast for organic characters..as you just cut and move....therefore a more robust toolkit.
NURBS, was the better option before..for organic modelling due to its infinite smoothness ;), but now the general trend for its usage is more in the CAD CAM industry where it is used widely.
NURBS gives a real smooth and ordered surface, also premade UVs..so..if ya wanna make pipes n other basic primitive based models..this is the way to go!
But if you wanna make organic characters...you will have to contend with..lathes, fillets...and so on..modeling in NURBs is much more technical than poly
The plugins T-Splines in Maya and Power NURBS in 3dsmax provide a decent NURBS based alternatives to polymodeling.
